The answer is an option (c). ‘ suggest ‘ should be followed by an ‘-ing’ form of the verb. Therefore we can only consider options (b) and (c). The correct usage is ‘incidence’ and not ‘incidents’ of piracy. (a) beginning the sentence with ‘to’ is instantly eliminated.
