But it is doubtful whether the offer will actually be implemented. Way back in 1994, the governmental methods for reducing the costs of iodization to about five paise per kilo. But these reports have remained just those reports on paper.

(c) is the correct option as according to the passage the low price of one rupee per kilo can be brought about by small-scale and joint sector units that have already completed trials for regular production. If the small-scale sector can produce iodized salt at a cheaper rate then selling the salt can be made practical through these sectors at a large scale.
