(b) Basically, the question is of weights, so let us analyse them.

4 Rubies weight as much as 3 Emeralds

Cost of 4 Rubies = 16 crores

Cost of 3 Emeralds = 15 crores

All Rubies, multiple of 4 allowed, is the best deal,

so 12/0.3 = 40 Rubies ≡160crores
